None of the teleporters down there are active, but they will automatically activate in an emergency. You're going to have to create that emergency. Our data indicates that you're standing in the manual control room for the main part of the plant, the flow buffering tanks. There should be a switch nearby that controls the tanks' operation, both to fill and drain them. That report you sent mentioned a problem with the switch, that it won't disconnect if there's a problem with the tank. See where this is going? You have to damage the water system enough to cause a fault, activating the teleporters. The fastest way to do this is to go as far downstairs as you can, to the maintenance access for the tanks. You'll have to use grenades for this next part: Blast open the four pipes. They're redundant, so you'll have to get them all. Then come back up here, fill the tanks, and then drain them. This will flood the maintenance level and activate the emergency teleporter outside the maintenance door. One more thing: The maintenance level is only accessible while the tanks are empty.
