This is area-4, the main system that is used for manual control of the last system. You will have to shut this down to get the central transport station to be ready for activation. Problem: There is a code in which to shut down this station. We have NO CLUE what that code is, the only things that we could get were some log files, and they note that the shutoff code has been changed since your presence was detected. When and if you get past the system, you should head to the center building. That is the location of the oldest waste disposal station. Use that to transport, along with waste, into the main complex.
